Since 2018, NCHIP has been pioneering healthcare solutions for North Carolina’s local governments, with unmatched experience and expertise.
What started out as a 7 member insurance pool covering 3,000 employees has grown into a 39 member pool covering over 12,000 employees.
And year over year? Our groups are besting the national renewal average by 6%.

With NCHIP, you’re no longer at the mercy of carriers year over year. Our bylaws are written in a way that ensures the Pool is 100% member-owned and run.
NCHIP is a member owned trust. The decisions our members make focus on the health and financial sustainability of our communities and the people who serve them.
All new members must be reviewed and approved by the NCHIP Board of Trustees. The Gallagher consulting team will assist in creating a health risk profile for each prospective new member.
Each member organization appoints a primary and secondary delegate to serve on the NCHIP Board of Trustees.
The NCHIP Board meets once a month (virtually) and once a year for an in-person NCHIP Summit and Board Meeting.
The Board of Trustees elect an Executive Committee every two (2) years. The Executive Committee serves NCHIP by providing leadership, strategic direction and offers recommendations to the full board for consideration.
In addition, NCHIP has committees to focus in areas of wellness, cost containment, investment and operations. Members from the Board of Trustees serve on these committees.
Members have full plan design autonomy. Your local government is unique, and with NCHIP, you can offer a plan fully customizable to your group’s unique needs.
Gallagher is responsible for underwriting the renewals for our current members. In addition, Gallagher takes lead on underwriting new, prospective members.
